  1. The minutes for September 28, 2012 were approved without corrections.
  2. Course Change Proposals:
    1. Undergraduate course change proposals ( Table A) were approved without opposition except for BENG 3603 which was withdrawn by the College of Engineering. All other courses will be forwarded for the November 2012 Faculty Senate meeting.
    2. Graduate and Dual course change proposals ( Table B and Table C) were approved without opposition and will be forwarded for the November Graduate Council meeting.

    1. Proposed undergraduate program changes contained in Table One were submitted by the Fulbright College of Arts and Sciences and were presented as a group by Chuck Adams. They were all approved and will be forwarded for consideration at the November Faculty Senate meeting. All Changes in Table One proposed to reduce total hours for the degree to 120 by reducing free electives only. Only the eight semester plans changed.

They were all approved individually and will be forwarded for consideration at the November Faculty Senate meeting. They were as follows:
      1. College of Arts and Sciences Dean IRELBA - Bachelor of Arts in International Relations – Attachment 2A The total number of degree credit hours is being reduced from 124 to 120. Any references to "124" within the International Relations major's catalog text are being changed to 120. Additional courses are being added as optional coursework under the Thematic Tracks. HIST 4303 Transatlantic Relations is being placed under Tracks 1, 2, 3 and 6. HIST 4883 Health & Disease will be placed in Track 4. COMM 4343 Intercultural Communication will be placed in Track 5.
      2. Department of Art
        1. ARTBA – BA, Art – Attachment 2B
          1. The total number of degree credit hours is being reduced from 124 to 120. Any references to "124" within the Art BA catalog text are being changed to 120.
            Studio Art: Additional Changes Inserted the phrase “beyond courses applied to the state minimum core” to clarify that the 15 hours of coursework outside of the department should be above and beyond any courses used to satisfy the state core (double-dipping not allowed). 2) Streamlined the list of art history requirements—no programmatic changes here other than adding in new courses that have been created over the last couple of years to provide students with additional options. 3) Re-ordered some of the coursework in the 8-semester plan to provide better preparation and transition for students who might seek to pursue the BFA degree, and to clarify the sequencing of the primary and secondary studio courses. 4) 4 credit hours of general electives have been removed from the 8-semester plan to bring the overall number of credits to 120.
        2. ARTBFA - Bachelor of Fine Arts in Art, Art Studio Conc. – Attachment 2C
          Proposed changes were: 1) Changing any and all references of 124 hrs to 120 within the Studio Art, Art BFA requirements. 2) Adding the phrase “Bolded courses from the list below may be applied to portions of the University/state minimum core requirements” and bolding PHIL 2003. 3) Changing the minimum number of required hours to 88 from 87 and the minimum of art electives from 23 to 24. This appears to add one credit hour to the major requirements, but does not in actual practice, because students have to take at least 8 Art electives at three credit hours each to reach a minimum 23 credit-hour art elective requirement. 4) ARHS 4933 is replacing ARHS 4943 as one of the 3 required ARHS courses for the major. 5) Correction in the 8-semester to state that the primary concentration requires 18, not 9 hours. 6) Some changes to the 8-semester plan giving students options between classes taught in the fall and spring terms to provide more flexibility to the students and to the department for advising and enrollment management. 7) Four hours of electives removed to bring the 8-semester plan down to 120 hours.
        3. ARTBFA - Bachelor of Fine Arts in Art, Art Education Conc. – Attachment 2D
          Proposal requested to add an introductory statement referencing university state core requirements and Fulbright College graduation requirements common to most ARSC majors. 2) Change references to 124 degree hours required to 123 credit hours. 3) ARHS 4933 is replacing ARHS 4943 as one of the 3 required ARHS courses for the major. 4) Remove language at the beginning of the Art, BFA ARED concentration 8-semester plan which specifies a list of courses from which ARTS electives must be chosen. This language should have been removed due to a previous program change in the major’s requirements which now simply say “6 hours of 3000- or 4000-level studio art electives exclusive of the studio major and minor.” 5) Re-sequencing of course requirements to a) provide students more options in course selection better enrollment management in the department and b) to improve the sequencing of studio coursework and education coursework . 6) One general elective hour removed from Spring Year 3 to reduce the overall number of credit hours required from 124 to 123.
      3. Department of Biological Sciences
        BIOLBA – BA, Biology – Attachment 2E
        The total number of degree credit hours is being reduced from 124 to 120. Any references to "124" within the Biology major's catalog text are being changed to 120. Some additional minor edits to the 8-semester plan are being made to correct pre-existing typographical errors: In Fall Semester Yr 1: 1) removal of an outdated reference to the old Fulbright core areas and 2) removal of the phrase (CHEM 1101L optional, as it is now an enforced co-requisite of CHEM 1103).
      4. Department of Chemistry and Biochemistry
        CHEMBS – BS, Chemistry – Attachment 2F
        Proposed changes are that 1.) The total number of degree credit hours is reduced from 124 to 120. Any references to "124" within the CHEM major's catalog text be changed to 120. Three elective hours are being removed from the 8-semester plans to reflect the 120-hr requirement. 2) The regular CHEMBS 8-semester plan also moves some elective hours from the Spring Yr 1 term to the Spring Yr 3 term. 3) The biochemistry option is reducing the total number of CHEM hours from 39 to 38, thus reducing the number of credit hours required by the major by one credit hour.
      5. Department of Drama
        DRAMBA - Bachelor of Arts in Drama – Attachment 2G
        Proposal requested to: 1.) Remove the higher-level math requirement beyond college algebra. This will reduce the number of hours required by the major by 3. 2.) The total number of degree credit hours is being reduced from 124 to 120 with an additional reduction of one hour of electives. Any references to "124" within the DRAM major's catalog text are being changed to 120. 3.) The 8 semester plan is being adjusted to reflect the removal of the higher-level math requirement and to properly reflect a total of only 120 hours required for the baccalaureate degree.
      6. Department of Economics
        ECNCBA - Bachelor of Arts in Economics - Attachment 2H
        4-hours of electives are being removed from the 8-semester plan for the Economics, BA major to bring the overall total down to 120 hours as required by the Act 747 mandate. 2) Removal of what appears to be a typographical error where some lines are repeated in Spring Semester Year 4 (21 hours of coursework listed there, but should only total 15). 3) Modification of some “advanced level” electives to specifically 3000+ level electives to bring this 8-semester plan into compliance with the University residency policy that requires 30 hours of 3000+ coursework. (“Advanced level” in Fulbright College means 3000+ or higher OR 2000+ courses which have a prereq, and if 2000+ advanced level courses were taken instead of 3000+, the student might not meet the UA residency policy.) 4) In the Economics, BA International Business concentration: Various adjustments to WCOB courses as required by the WCOB who have made changes to their overall college core requirements in response to Act 747. 5) Changes to 8-semester plan to reflect the WCOB core changes. 6) Elective hours adjusted in 8-semester plan to bring overall total of hours down to 120.
      7. Department of English
        1. ENGLBA - Bachelor of Arts in English – Attachment 2I
          Change all references of 124 hours to 120 hours in the English, BA and the English, BA Creative Writing majors. Remove 4 hours from the 8-semester plans to bring the overall total number of hours in the 8-semester plan down to 120. For the English, BA ("regular", no concentration), we are specifying the following: 1) a higher level math beyond College Algebra be required; 2) that PHIL 2103 Intro to Ethics also be allowed to satisfy the department's PHIL requirement; 3) specifying that students complete three hours of credit in an upper-division course emphasizing cultural diversity. A total of 6 additional hours are being added to the "regular" English, BA major, replacing general electives. There are no changes to the major requirements for the English, BA Creative Writing Concentration other than the removal of 4 credit hours in the 8-semester plan and adjusting all references to "124" credit hours to "120." For both the English, BA and the English, BA Creative Writing Concentration, we are inserting language regarding transfer credit that requires at least 24 hours of 3000+ coursework be completed in the department to obtain a degree in either major.
        2. ENJOBA - Bachelor of Arts in English/Journalism, Combined Major – Attachment 2J
          All references to 124 degree credit hours changed to 120. 2) Insert STAT 2303 as an acceptable higher-level math course for the JOUR major. 3) Make it clear that students who take a cultural/diversity-approved HIST course can “double-dip” and allow that to satisfy both the upper-level HIST requirement and the cultural/diversity requirement. 4) Remove the reference of JOUR 405V Special Journalism Seminar and replacing with courses that have been recently developed and have their own, unique catalog numbers. Include language that if a cultural/diversity-approved JOUR course is taken to fulfill the cultural/diversity requirement, it can also be used to meet a JOUR elective requirement in one of the JOUR sequences. 5) The senior writing requirement will now be fulfilled by the completion of JOUR 4981. Specifically requiring this course adds one credit hour to the hours required by the major. 6) Four hours of electives are being removed from each JOUR 8-semester sequence to bring the overall number of required hours down to 120.
      8. Department of History
        HISTBA - Bachelor of Arts in History – Attachment 2K
        The Department of History added new courses to the 2012-2013 catalog, but neglected to include these new offerings in its three "Groups," that is, the listings of courses from which each History undergraduate major must take at least three credit hours. The following new courses need to be added to Groups 1-3:
        1. Group 1: Europe, including Great Britain and Russia--please add HIST 4303, HIST 4873, HIST 4883
        2. Group 2: Africa, Asia, Latin America, Middle East, Near East, Russia--please add HIST 3073, HIST 4853, HIST 4863, HIST 4883, HIST 4903, HIST 4913, HIST 4923, HIST 4933
        3. Group 3: United States--please add HIST 4303

        Also, the program is removing 4 general elective credits from the 8-semester plan so that it reflects the new 120-hour requirement for a baccalaureate degree. (We are also replacing six hours of advanced level electives in the 8-semester plan with 6 hours of general electives. Also changing is language at the top of the beginning of the major requirements to reflect that 120 hours are required for the degree. There are no changes to the specific major course requirements.

      9. Department of Journalism
        1. JOURBA – BA, Journalism – Attachment 2L
          Proposed changes are: 1) References to 124 degree credit hours changed to 120. 2) Inserting STAT 2303 as an acceptable higher-level math course for the JOUR major. STAT 2303 will be required for Ad/PR students. 3) Making it clear that students who take a cultural/diversity-approved HIST course can “double-dip” and allow that to satisfy both the upper-level HIST requirement and the cultural/diversity requirement. 4) Removing the reference of JOUR 405V Special Journalism Seminar and replacing with courses that have been recently developed and have their own, unique catalog numbers.           Proposed changes are: 1) All references to 124 degree credit hours changed to 120. 2) Inserting STAT 2303 as an acceptable higher-level math course for the JOUR major. 3) Making it clear that students who take a cultural/diversity-approved HIST course can “double-dip” and allow that to satisfy both the upper-level HIST requirement and the cultural/diversity requirement. 4) Removing the reference of JOUR 405V Special Journalism Seminar and replacing with courses that have been recently developed and have their own, unique catalog numbers.       10. Department of Mathematical Sciences
        1. MATHBA – BA, Mathematics – Attachment 2N
          Proposal requests to add the requirement of the completion of a minor, completion of an additional major, completion of the UTeach curriculum for secondary certification (in any subject), or completion of the Fulbright College Four-Year Honors Core for a Bachelor of Arts. Remove all general education requirements above the State Minimum Core: The number of science hours required is being reduced from 12 to 8, and Mathematics, BA majors must complete 8 hours of science selected from ANTH 1013/1011L, ASTR 2003/2001L, BIOL 1543/1541L, BIOL 1603/1601L, BIOL 1613/1611L, BIOL 2013/2011L, CHEM 1103/1101L, CHEM 1123/1121L, GEOL 1113/1111L, GEOL 1133/1131L, PHYS 2054, or PHYS 2074); a 3-hr PHIL requirement is being removed, the 2003 world language requirement is being removed (3-6 hrs), and the additional humanities requirement (3 hrs) is also being removed.
          The reduction in 13-16 hours will offset the newly added major requirement to complete a minor, or an additional major or complete the UTeach curriculum for secondary certification, or the Fulbright College Four-Year Honors Core for a BA degree. The overall total number of hours required to complete major requirements, aside from the added minor (or additional major, UTeach curriculum or 4-Year Honors Core) will be 52 hours (8 of which will satisfy the University science core requirement). Modify the requirement of CSCE 1953 or CSCE 2004; instead require "An approved course with substantial programming experience, typically satisfied by CSCE 2004. Other courses may be applied towards this requirement with prior departmental approval." Total hours required for a degree have been changed to 120 from 124, and the 8-semester plan has been adjusted to reflect this.
        2. MATHBS – BS, Mathematics – Attachment 2O
          Add the requirement of the completion of a minor, completion of an additional major, completion of the UTeach curriculum for secondary certification (in any subject), or completion of the Fulbright College Four Years Honors Core for a Bachelor of Science degree. Remove language in catalog that math and science electives must be approved by an advisor. In Option 3 (Statistics), remove STAT 4043 Sampling Techniques as a required course which will be substituted by a 3000+ MATH or STAT elective. Total hours required for a degree have been changed to 120 from 124, and the 8-semester plan has been adjusted to reflect this.
      11. Department of Music
        1. MUSCBA - Bachelor of Arts in Music – Attachment 2P
          The 8 semester plan is being adjusted to reflect that a total of only 120 hours required for the baccalaureate degree. Any references to "124" credit hours are being changed to "120." One hour of MUEN music ensemble is being inserted into the 8 semester plan, Fall Semester Year 4.
        2. MUSCBM - Bachelor of Music in Music – Attachment 2Q
        1. The 8 semester plans in the catalog are being adjusted to reflect a total of only 120 hours required for the baccalaureate degree. All references to "124" credit hours are being changed to "120" or being removed.
        2. Removal of a series of 1-hr MUAC classroom instruction courses for MUED majors being replaced by fewer 2-credit hours, consolidated classroom instruction classes. This increases the number of hours specified by the MUED Instrumental/Woodwind/Brass/Percussion major and the MUED Instrumental Strings major by one credit hour. There is no change to the number of hours required by the MUED majors for Choral/Piano or Choral/Voice.
        3. Corrections to the Music, B.M. with Elective Studies in business: Requirements for all Bachelor of Music students (including the B.M. w/ Elective Studies) were inadvertently left out of the section that specifically applies to the B.M. w/ Elective Studies in business, and it is being added here to plainly show that this same coursework is required for this version of the B.M. degree. (HIST 1113 & HIST 1123 are required courses, and B.M. w/ Elective Studies in Business students have to meet the same requirements as everyone else for entry into MUAP 310V courses.) In practice this adds no additional credit requirements to the major, as students have always been advised into these courses along w/ all Bachelor of Music majors. HIST 1113 & HIST 1123 also satisfy University core social science requirements.
        4. Also for the Music, B.M. w/ Elective Studies in business: Including the requirement of MUTH 4612 Orchestration as a required course in theory/aural perception. Include the requirement of MUPD 3811 (Instrumental Conducting) or MUPD 3861 (Choral Conducting) as a required course in music pedagogy. This raises the number of hours required for the major by 3 credit hours.
        5. Substituting the sample 8-semester plan for a B.M. in Performance (which was voice) with the 8-semester plan for Woodwind/Brass/Percussion performance.
      12. Department of Physics
        1. PHYSBA – BA, Physics – Attachment 2R
          1. The department has submitted a proposed change to PHYS 3601L to convert it to a variable credit course (1-3 credits). This change must be reflected in the current requirements for the Physics, BA and in the 8-semester plan as well. 2. Remove 4 general elective credits from the 8-semester plan so that it reflects the new 120-hour requirement for a baccalaureate degree. There are no changes to the specific major course requirements to accommodate Act 747.
        2. PHYSBS – BS, Physics – Attachment 2S
          Remove four hours of general elective credits from the 8-semester plan so that it reflects the new 120-hour requirement for a baccalaureate degree. Change language at the top of the beginning of the major requirements to reflect that 120 hours are required for the degree. There are no changes to the specific major course requirements to accommodate Act 747. There are two small modifications to the Astronomy and Electronics concentrations to show the remaining number of physics/astronomy electives needed to total 40 hours of physics courses being required. Also, some language is being added to clarify what qualifies as 40 hours of physics coursework, because coursework other than PHYS (as required by the various concentrations) is allowed. And finally, due to a course change being submitted to convert PHYS 4621L to a variable credit course, PHYS 462VL, this course change must be reflected in the PHYSBS professional concentration and 8-semester plan.
      13. Department of Psychological Science
        PSYCBA - Bachelor of Arts in Psychology – Attachment 2T
        Change all references of 124 credit hours to 120. Remove PSYC 4283 as an option in the 3rd year of the 8-semester plan. Remove MATH 2183 from the 8-semester plan as a correction. Adjusting the 8-semester plan down by 4 elective credit hours to reduce the overall number of hours to = 120. No changes to any major requirements.
      14. School of Social Work
        SCWKBS - Bachelor of Social Work in Social Work – Attachment 2U
        The overall reduction in hours from 124 to 120 is needed to comply with state-wide mandate, Act 747. Reference to PSYC as an option for a statistics course is being removed from the 8-semester plan, because the PSYC stats course is now only available to PSYC majors. Due to the way the world language requirement is stated (which was intended to allow for the flexibility of a future world language course designed to be beyond the 1013 level, but possibly not part of the current literature-based language sequence), there has been room for misinterpretation. We wish to clarify that our intent is for students to complete at least six hours of world language in a single language, which may include the 1013 Elementary II level but requiring at least 3 hours beyond that level. It was not the department's intent to allow a 1003-level course to be counted as satisfying their major requirement in world language.
      15. Department of World Languages, Literatures and Cultures
      1. FRENBA - Bachelor of Arts in French – Attachment 2V
        Remove COMM 1313 and ENGL 2003 (or 2013 Essay Writing) as required courses; increase the # of language-related courses outside the major from 6 to 9 hours; specifying that the 6 hours of humanities must be fulfilled by PHIL 2003 and WLIT 1113. Remove gender studies courses from the list of allowed classes used to satisfy the additional departmental language-related, and/or ethnic area studies requirement. Modify the 8-semester plan. Net overall reduction in specifically required hours for the major: 3.
        One additional hour of general elective credits is being removed from the FRENBA 8-semester plan. The total number of degree credit hours required will be changed from 124 to 120 hours.
        Also, removing the "Group A," "Group B," and "Group C" section at the end of the 8-semester plan.
      2. GERMBA - Bachelor of Arts in German – Attachment 2W
        Modify German major requirements as follows: eliminate Advanced English requirement (ENGL 2003 or 2013); eliminate Public Speaking requirement (COMM 1313); under the six hours of "Humanities” require the following two specific courses: PHIL 2003 and WLIT 1113; make the "language-related courses" requirement 9 hours, specified as follows: "9 hours of another world language, or 6 hours of another world language plus 3 additional hours language-related, or 9 hours language-related". The net change in major-required courses is a decrease of 3 required credit hours. The 8-semester plan will also be adjusted to reflect a change from 124 credit hours required to 120 credit hours total being required by the removal of 4 general elective credits.
      3. SPANBA - Bachelor of Arts in Spanish – Attachment 2X
        Modify Spanish major requirements as follows: eliminate Advanced English requirement (ENGL 2003 or 2013); eliminate Public Speaking requirement (COMM 1313); under the six hours of "Humanities” require the following two specific courses: PHIL 2003 and WLIT 1113; make the "language-related courses" requirement of 9 hours, specified as follows: "9 hours of another world language, or 6 hours of another world language plus 3 additional hours language-related, or 9 hours language-related". The net change in total number of courses required by the major is reduced by 3 credit hours (substituting general electives). The 8-semester plan will also be modified to reflect the change to only require 120 total degree credit hours instead of 124 by removing 4 general elective credits.
      4. CLSTBA - Bachelor of Arts in Classical Studies – Attachment 2Y
        The proposal requests to change the courses required for the CLST major. Remove COMM 1313 and ENGL 2003 (or 2013) as required courses. Add CLST 1003 and 1013 as required courses for all majors. Specify that the 6 hours of required humanities courses must be fulfilled by WLIT 1113 *and* PHIL 2003. WLIT 2323 Greek and Roman Mythology is being re-added to the list of major courses. Four hours of general elective credits are being removed from the CLSTBA 8-semester plan.             The University of Arkansas Childhood Education licensure program currently offers three sub-specialty options from which candidates must choose in order to complete the program. They are special education, English as a second language, and grades 5/6 endorsement. This change would add a fourth option of STEM education for candidates. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
          2. CIEDES - EDS in Curriculum and Instruction – Attachment 6B was presented by Janet Penner-Williams and Barbara Gartin.
            1) The program of study was revised to expand course options in the statistical core. ESRM 5012 and 5393 are classes typically taken at the master's degree level so they were eliminated and ESRM 6403, 6533, 6543 were added as Statistical Core choices. (2) Because the degree program is approved for both campus and online delivery, other statistical courses were added to increase course work availability in both settings. Courses added as options include AGED 5473, HRWD 6323 and 6333, EDLE 699v and 6503, and ADLL 6423. (3) The CIED Core requirements of CIED 6013 and 6603 were eliminated since these courses are required in the PhD in CIED. The elimination of course overlap should assist students in understanding the difference in the EDS and PhD programs of study. (4) Within the CIED Core, the title of CIED 5423 was changed from Curriculum Reconstruction to Curriculum Models and CIED 6053 Advanced Assessment to Program Assessment, leading to a better alignment of course titles with course content.
            (5) Because the degree program is approved for both campus and online delivery, additional program evaluation courses were added to the CIED cores increase availability in course work in both settings. Program Evaluation courses added as options to CIED 6053 include ESRM 6613, EDLE 6213, HRWD 6313, and ADLL 6433. (6) Areas of Study were defined so that students will select from a focused program instead of randomly selecting available CIED courses. The course work in each Area of Study is designed to enhance the knowledge and skills of the student pursuing the degree. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
        2. Department of Journalism
          JOURMA – MA, Journalism – Attachment 5C was presented by Bill Schreckhise.
          Add a Five-Year Masters in Journalism. Journalism Five-Year Master's programs are offered by major journalism programs nationally and in the region such as the University of Missouri, School of Journalism, the College of Journalism and Communications at the University of Florida, DePaul University, and the American University. Based on an analysis of such programs, students must have and maintain a minimum overall grade point average (GPA) of 3.0 or higher to be eligible to apply for the combined JOUR BA/MA program. There would be sufficient demand among UA Journalism majors based on the following data from the spring 2012 semester:

          Future employment prospects for holders of Journalism and Mass Communication Master's degrees appear to be strong, especially management occupations and those occupations requiring analytical and research skills and conceptual knowledge. The Bureau of Labor Statistics, U.S. Department of Labor, Career Guide to Industries and Occupational Outlook Handbook available online at http://www.bls.gov/ooh/home.htm is the source for data on relevant Media and Communication Occupations. Therefore, the areas of expertise in which graduate students need training are strategic planning and analysis in advertising and public relations (sometimes called strategic journalism or strategic communication), multimedia journalism, in-depth and database journalism, documentary, journalism theory and ethics. With the continuing changes and convergence in journalism and mass communication, conceptual and theoretical ethical knowledge and analysis are important to negotiating these evolving fields. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
        3. Department of Political Science
          PADMMP – MPA, Public Administration name change to Public Administration and Nonprofit Studies – Attachment 6D and Attachment 6D-1 was presented by Margaret Reid.
          The name change is a reflection of change in composition of our students' focus which includes recent additions of nonprofit management classes. The 15 hrs graduate certificate Cross Sector Alliances was added to the program to enhance its value for our students. These changes reflect common trends across many public administration programs across the country (recent statistics show that number of graduate programs with nonprofit management focus grew by 26 percent between 1996 and 2006 alone). The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
        4. College of Engineering Dean
          ENGRPH – PHD, Engineering deletion of General Engineering Concentration – Attachments 6E , Attachment 6E-1 and Attachment 6E-2 was presented by Norm Dennis.
          This degree program was created in 2005 by the college of engineering to accommodate students who were conducting research which spanned more than one department within the college. To date, there is no record of a graduate from this degree program and there is only one student currently pursuing this degree. The virtually non-existent enrollment in this degree program does not justify the expense of the assessment and program review efforts necessary to keep it active. The only student currently enrolled in the program will graduate six months before the effective date of program termination. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
