Chair Norm Dennis called the meeting to order at 2:30 p.m.

  1. The minutes for the February 26, 2016 meeting were approved.

  2. Course Change Proposals:
    All course change proposals were approved without opposition.  The approved courses are listed on the CIM Course Report created by CourseLeaf and will be forwarded for consideration as appropriate to the:
    • Faculty Senate, meeting scheduled for April 13, 2016 
    • Graduate Council meeting scheduled for April 21, 2016

  3. Old Business: 
    1. Course Syllabus - Chair Norm Dennis presented a statement.  Manuel Rossetti moved and Judy Ganson seconded to require a syllabus for all new course proposals or major course changes and that the syllabus include the following, at minimum:
      • Course learning objectives
      • Topical content (preferably documenting the anticipated contact time to be devoted to each topic)
      • Required course materials

        The motion passed.

    2. Core Course Changes – Chair Norm Dennis reported that the Executive Committee of Faculty Senate did not support the recommendation to allow the delivery method course change for core courses to proceed through the normal minor course change approval process. 

      After a lengthy discussion, Patricia Koski moved and Lona Robertson seconded that all course changes for the general education core follow the major change approval process and to have the General Education Core Committee approve the change before it is submitted to UCPC, effective fall 2016.  The motion passed.

  4. New Business:
    All program change proposals were approved without opposition on the CIM Program Report created by CourseLeaf.  The program changes will be forwarded for consideration as appropriate to the:
    • Faculty Senate, meeting scheduled for April 13, 2016
    • Graduate Council meeting scheduled for April 21, 2016

    1. Proposed graduate program change for the Department of Agricultural Education, Communication and Technology – AEEDMS, Agricultural and Extension Education, Master of Science was presented by Donna L. Graham. 

      The faculty group has determined that the AEEDMS program contains too many courses in support of developing the Master's thesis, which prevents students from taking more coursework in their concentration area. The solution is to remove the requirement of AGED 5563 Thesis Proposal Development and add 3 credits to the concentration electives for thesis students. This change does not affect non-thesis students, who are not required to take AGED 5563 (Table One).

      Cybersecurity Center on Secure, Evolvable Energy Delivery Systems (SEEDS) – (5a SEEDS – New Administrative Unit – Ltr of Notification, 5a SEEDS – New Administrative Unit – Proposal).

    2. Informational item – New Center approved
      University of Arkansas Membrane Research Center (UA MRC) – (5b UA  MRC – New Administrative Unit – Ltr of Notification, 5b UA MRC – New Administrative Unit Proposal).

    3. Informational item – New Center approved
      Center for Power Optimization and Electro-Thermal Systems (POETS) – (5c POETS – New Administrative Unit – Ltr of Notification, 5c POETS – New Administrative Unit Proposal).

    4. Informational item – Revision of Existing Education Program
      The College of Education and Health Professions is proposing  to ADE the revision of SPED – Special Education Resource Teacher License, K-6 or 7-12 (5d SPED Resource program – Licensure – Ltr of Notification E).

    5. Informational item – New Licensure
      The College of Education and Health Professions is proposing to ADE a new licensure of EDUC Examiner Endorsement (5e EDUC Examiner Endorsement – New Licensure – Ltr of Notification E).
