Chair Ketevan Mamiseishvili called the meeting to order at 2:30 p.m.
- The minutes for the January 24 meeting were approved.
- Course Change Proposals:
Will Foster requested that LAWW 518V and LAWW 5172 be removed from the agenda. All other course change proposals were approved without opposition. The approved courses are listed on the CIM Course Report created by CourseLeaf and will be forwarded for consideration as appropriate to the:
- Faculty Senate, meeting scheduled for March 11, 2020
- Graduate Council meeting scheduled for March 19, 2020

- Proposed Alternative Program Change Process for Minor Changes - Patricia Koski moved
and Manuel Rossetti seconded to accept the proposal and changes to the academic policy
1622.20. After a lengthy discussion, Pat Koski amended the motion and Jim Gigantino
seconded to split the motion. The proposed alternative program change process for
minor changes was approved with one amendment. The following statement was added
to item 4, “other than course changes.”
Only the “Minor Changes” portion of the policy was approved by the committee. The motion to support the other changes to the policy failed by a six to five margin (3a_academic_policy_1622-20_revised_2020, 3a_preposed_alternative_program_change_process_for_minor_changes).
- Definition of an Academic Minor Norm Dennis presented the revised draft of the definition
of an academic minor. After a lengthy discussion, Manuel Rossetti moved and Pat Koski
seconded to table the discussion until next month so that UCPC members could discuss
the definition with their colleges/schools. The motion passed (3b_academic_minor_definition).

Catalog Clean-up. So that all program requirements would be in one course list.
Minor course change to offering. The minor course change to offering impacted the eight semester plan. Thus, currently requires approval (4a_idesbd_report_02282020).

Department of Arts and Sciences Dean – MEDH-M – Medical and Health Humanities Minor
presented by Jim Gigantino.
Removed PBHL 1103. PBHL 1103 Personal Health and Safety isn't as relevant as the other intro courses.
Added new course electives to the listing. We intend to regularly update these elective options when we become aware of new courses (4b_medh-m_report_02282020).
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences,
Department of Social Work – SUDS-M – Substance Use Disorders Minor presented by Alishia
Ferguson.
The School of Social Work requests to add a new online minor as described in this document. Faculty are responding to a demand for a course of study that prepares social work students and students in other helping professions to work with those suffering from substance use disorders. The proposed minor will help students to begin the process of qualifying as a certified alcohol and drug counselor in Arkansas. This minor will compliment other minors offered from the School of Social Work as students work to earn the Interdisciplinary Degree (4c_suds-m_report_02282020).

School of Art – STARBFA – Studio Art, Bachelor of Fine Arts presented by Neil Callander.
Removed PHIL 2003 and PHIL 4403 from the program requirements. These courses were required when the Art History program was much smaller and unable to offer as robust a slate of upper-level courses as they do now.

of Business Dean – WCOB Honors – WCOB College Honors Requirements presented by Karen
Boston.
- add ACCT 4123H, HNRC 300VH and HNRC 301VH to the list of options to meet the requirements for both the departmental and college colloquium requirements
- clarify courses completed toward the colloquium requirements outside of Walton count toward general education elective credit and will not count toward junior/senior business elective credit
- remove language related to completion of the colloquium requirements within the first 90 hours

- Add ISYS 1123, Business Application Knowledge to first year, fall semester, 8 semester plan
- Delete ISYS 1120, Computer Competency Requirement from first year, fall semester, 8 semester plan
- Delete 3 hours of general education elective from third year, spring semester, 8 semester plan
- Add US History or Political Science - University Core to third year, spring semester, 8 semester plan
Pre-assessment exam scores for incoming freshmen over the past several years have been consistently indicating that only 4% of incoming freshmen have sufficient IT competency (coming out of their High School program) for Walton College courses. Therefore, most incoming Walton freshmen are required to take ISYS 1123, Business Application Knowledge in lieu of ISYS 1120, Computer Competency Requirement which currently does not count toward their degree. This change deletes ISYS 1120 as a pre-business requirement and incorporates ISYS 1123 as a pre-business and degree requirement. Additionally, reducing the total number of General Education Electives from 12 hours to 9 hours (4f_mktgbs_report_02282020).

Department of Education Dean – EDUC Honors – EDUC College Honors Requirements presented
by Michelle Gray.
"Applications from students who are currently on probation in another UA college's Honors Program will be evaluated following the conclusion of their probationary semester." Students who are on probation in another College's Honors Program do not meet the 3.5 cumulative GPA requirement for acceptance into the COEHP Honors Program. Following the conclusion of their probationary semester, we will use their updated cumulative GPA to determine whether they are Honors eligible.
NURS 3842H as substitution for Honors Tutorial (3901H). The nursing school has implemented this class to better prepare students for conducting research in the field of nursing, similar to EXSC 3723H for Exercise Science students. Non-nursing students will be allowed to take the course if they would like to conduct research with nursing faculty (4h_educ-honors_report_02282020).
- Proposed undergraduate program change for the College of Education and Health Professions,
Department of Health, Human Performance and Recreation – PBHLBS – Public Health, Bachelor
of Science presented by Bart Hammig.
The structure of the program coursework was adjusted to include a pre-major (PBHL). No new courses were added.
No changes to the degree requirements. The curriculum was restructured. The courses noted in red were either moved around or moved to pre-PBHL page.
The Council on Education for Public Health accredited the B.S. program July of 2019. However, they are requiring an interim report by April 22 that details how we have corrected any noted deficiencies during their program review. One of the deficiencies noted was a failure to comply with Criterion 1.2 which specifies that the program has administrative autonomy regarding admission to the program. CEPH indicated that failure to come into compliance with all accreditation criteria must trigger specific actions on CEPH’s part, which includes revocation of accreditation. Therefore, the program has examined similar programs at comparable institutions and has drafted the included admissions protocol (4i_pbhlbs_report_02282020).

Pre-major (PBHL) undergraduate course requirements added.
These courses were already part of the required curriculum for BS in Public Health (PBHL) degree. We are creating a pre-PBHL preparation degree code and had to move the courses from the main degree CIM page to this pre-PBHL CIM page. These are not new requirements for the degree program.

- Proposed graduate program change for the Department of Curriculum and Instruction
– SPEDME – Special Education, Master of Education presented by Suzanne Kucharczyk.
Per Dr. Koski added wording: "Applicants must meet all requirements for admission to the University of Arkansas Graduate School, except the standardized test score requirement." and specified that "For the Special Education Masters of Education Program a Praxis Core Exam, GRE, or other approved Standardized Core Knowledge Test is required. " Per Dr. Koski recommendation that that SPED request an exemption to our graduate level test requirement for all applicants.
Also, added requirement of a statement of purpose and resume/curriculum vitae for application. Added requirements of statement of purpose and resume will help program faculty prepare to advise student based on their experience and career plans.

- Proposed law program change for the School of Law – JD/MA Program – JD/MA Program
presented by Will Foster.
We propose broadening the range of graduate coursework in PLSC that can be applied toward the dual degree (9 hours of the JD). In addition to recommending PLSC 5503 Comparative Political Analysis, PLSC 5803 Seminar in International Politics, and PLSC 5833 Contemporary Problems as before, we also recommend: PLSC 5203 American Political Institutions, PLSC 5213 Seminar in American Political Behavior, PLSC 5253 Politics of Race and Ethnicity Seminar in Contemporary Problems, PLSC 4833 International Political Economy, and ECON 4633 International Trade. In consultation with the Law School this past summer, the PLSC dept faculty seek to accommodate a broader range of student interests/broaden the program's appeal by expanding this dual degree to include coursework in addition to international relations (4l_jdma-program_report_02282020).
