Chair Jeannine Durdik called the meeting to order at 2:30 p.m.

  1. The minutes for the January 25 meeting were approved.

  2. Course Change Proposals: 
    All course change proposals were approved without opposition. The approved courses are listed on the CIM Course Report created by CourseLeaf and will be forwarded for consideration as appropriate to the:
    • Faculty Senate, meeting scheduled for March 13, 2019
    • Graduate Council meeting scheduled for March 14, 2019

    1. Proposed undergraduate program change for the Bumpers College of Agricultural, Food, and Life Sciences, Department of Horticulture – HORT-M – Horticulture Minor presented by Douglas Karcher. 

      Need to add: The Horticulture minor is only available to students outside the Horticulture, Landscape and Turfgrass Sciences (HLTS) Major. Department Faculty voted to clarify program minors to indicate that students majoring in HLTS-BS major cannot pursue a horticulture program minor.

    4. Proposed undergraduate program change for the College of Education and Health Professions, Department of Curriculum and Instruction – CATEBS – Career and Technical Education, Bachelor of Science in Education presented by Cathy Lirgg.

      Removed CATE 3103 as offered spring - course placed in error. Replaced with CATE 406X which should have been there all along.

    5. Proposed undergraduate program change for the College of Education and Health Professions, Department of Rehabilitation, Human Resources, and Communication Disorders – HRWDBS – Human Resource and Workforce Development Education, Bachelor of Science in Education presented by Mandel Samuels.

      We reduced the required number of hours for the major requirements to 45 from 51. The two 3-hour HRWD classes removed from the requirements for the degree were moved to elective hours. The total number of elective hours was changed from 34 to 40. To provide more flexibility for the students to complete the degree. The two 3-hour HRWD classes that were moved to electives are still available to students who may need the classes.

      We also updated the language for what is acceptable as Continuing Education Units. We wanted to clarify for the students what Continuing Education Units (CEU's) are acceptable to the program to prevent them from earning CEU's that the program would not accept toward the degree.

    6. Proposed graduate program change for the Department of Human Environmental Sciences – HESCMS – Human Environmental Sciences, Master of Science presented by Laura Herold.

      Adding two new courses (HESC 5111, HESC 5211) to the graduate catalog. This change adds two new HESC core courses to the catalog. Both courses are developed in response to graduate students' suggestions and MS program reviewers' recommendations. The addition of HESC 5111 will give graduate students an overview of MS program and foundational knowledge needed in conducting a research project. The addition of HESC 5211 will help graduate students to make a successful transition beyond their MS degree by developing appropriate knowledge and skills in career development.

    7. Proposed graduate program change for the Department of Industrial Engineering – EMGTMS – Engineering Management, Master of Science in Engineering Management presented by Manuel Rossetti.

      Adding Walton College at 2nd and Main as a course delivery site. Substituting this site for closed Little Rock AFB site to better serve students in central Arkansas.

    1. Course Review Policy changes approved by Faculty Senate on May 6, 2015 (5a_ucpc_policy_april2015). Norm Dennis reminded the UCPC that the policy was revised and approved by Faculty Senate. The updates have been submitted to Terry Martin, Senior Vice Provost for Academic Affairs.

    2. Arkansas Humanities Center – New Administrative Unit

    3. Global Campus – Name Change from Continuing Education & Academic Outreach

    4. University Course and Programs Committee and the Graduate Council.
      Norm Dennis moved and Karen Boston seconded to separate the approval workflow regarding the two groups in order to expedite the approval process.The motion included changing UCPC to address only undergraduate curriculum and the Graduate Council review graduate curriculum directly from the colleges (by-passing UCPC). Also, joint programs would be presented to both the UCPC and Graduate Council.

      After a healthy discussion, Norm Dennis withdrew his motion.

    5. Alice Griffin informed the committee that the Academic Policy Series 1622.20 - Guidelines for Proposing Program Changes and Approval Process, did not include a specific deadline for minor program changes. Griffin requested the committee consider clarifying the policy for program changes to complete the approval process in order for the catalog copy to be published in time for summer orientation, specifically the undergraduate catalog.

      Pat Koski moved and Lona Robertson seconded to change the language in the Academic Policy 1622.20 regarding the timeline for approval from:

      Changes proposed to be implemented before they appear in the catalog must have a statement of justification regarding early implementation as part of the proposal. Those proposed to be implemented sooner than 75 days after AHECB approval also need a justification and, according to ADHE guidelines, should be “rare.” The July meeting is the last AHECB meeting at which programs for the fall could be approved, but only with early implementation approval and without being in the catalog.

      Proposals to eliminate courses and programs can be implemented with any term, although it is best if programs are deleted from the catalog effective with the Fall term of the year in which students are no longer admitted to the program. Proposals for program and course changes of a relatively minor nature can be implemented routinely without being in the catalog and may be processed at any time. No off-campus approvals are required.

      To state the following:

      After a lengthy discussion, the motion passed.
