Chair Lona Robertson called the meeting to order at 2:30 PM.
  1. The minutes for the November 22, 2013 meeting were approved with no corrections.
  2. Course Change Proposals:
    1. School of Law course change proposals (Table A) were approved without opposition and will be forwarded for the January 2014 Faculty Senate meeting.
    2. There were no Undergraduate, Graduate and/or Dual course change proposals considered.
  3. Old Business:
    Two items tabled from October 2013 UCPC meeting:
    Pat Koski provided a short update on the proposed MS and PhD Statistics and Analytics programs.
    1. Proposed graduate program change for the Department of Mathematical Sciences and the Graduate School and International Education – STATMS– MS, Statistics (Table 5, Attachment 5A and Attachment 5A-1) will remain tabled and will be available for the January 2014 meeting.
    2. Proposed graduate program change for the Department of Mathematical Sciences and the Graduate School and International Education – STANPH – PhD, Statistics and Analytics (Table 5, Attachment 5B, Attachment 5B-1 and Attachment 5B-2) will remain tabled and will be available for the January 2014 meeting.
  4. New Business:
    1. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Crop, Soil and Environmental Sciences – CPSCBS – BSA, Crop Science (Table One, Attachment 1A) was presented by Lisa Wood. The CSES orientation course will be deleted in response to the creation of the University-wide UNIV 1001 University Perspectives orientation course and the credit will be added to Elective hours. The CSES 1011 course is not needed any longer. The changes to the AG Business minor were in response to changes made by Agricultural Business to keep the CPSC check sheet in agreement with the choices in the AG Business minor. ENSC 3263 has been revised and soil management covered in that course is relevant to CPSC majors, and is being added to the degree plan as an option. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    2. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Crop, Soil and Environmental Sciences – CPSC-M – Minor, Crop Science (Table One, Attachment 1B and Attachment 1B-1) was presented by Lisa Wood. The following changes were proposed to keep the minor aligned consistently with the major. 1. Change to name of the minor to Crop Science. 2. Delete CSES 2003 Intro to Weed Science, and CSES 4234 Plant Anatomy. 3. Change the pre-req for CSES 4224 Soil Fertility. 4. Change the credit hours to 2 for CSES 3112 Forage Management. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    3. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Crop, Soil and Environmental Sciences – ESWSBS – BSA, Environmental Soil and Water Science (Table One, Attachment 1C) was presented by Lisa Wood. The proposal requested to delete CSES 1011 Introduction to CSES and require ENSC 1001L Environmental Science Laboratory; insert CSES 4553 Wetland Soils into the Environmental Science section of the Natural Resources Core. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    4. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Crop, Soil and Environmental Sciences – ESWS-M – Minor, Environmental Soil and Water Science (Table One, Attachment 1D) was presented by Lisa Wood. Proposal requested to 1. Change the pre-req for CSES 4224 Soil Fertility and 2. Delete BIOL 4814 Limnology as an option in Water Science. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    5. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Animal Science – ANSCBS – BSA, Animal Science (Table One, Attachment 1E and Attachment 1E-1) was presented by Lona Robertson and David Kreider. The Department of Animal Science is modifying the ANSCBS degree program to offer students three possible areas of concentration. The three new concentrations will be; Pre-Professional /Science, Animal Science and Equine concentrations. The proposal was approved with slight modifications and will be forwarded for consideration at the January Faculty Senate meeting.
    6. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, Department of Animal Science – AQSC-M – Minor, Equine Science (Table One, Attachment 1F) was presented by David Kreider. The proposed changes were in response to comments regarding the program offered by an external review team. The following required courses are being removed: ANSC 1041, 2003, 3433, 3723, 3822 and being replaced by ANSC 3143 and 3032; 3133 or 3433 and three hours are being added to the selected electives list. The selected electives list is being revised by removing ANSC 2213, 3003, 3133, 3143, 3333 and adding ANSC 2304, 3072, 3723, 4123 and 4173. The total hours are being reduced from 20 hours to 19 hours. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    7. Proposed undergraduate program change for the Dale Bumpers College of Agriculture, Food and Life Sciences, School of Human Environmental Sciences - APTSBS – BSHES, Apparel Studies (Table One, Attachment 1G and Attachment 1G-1) was presented by Kathy Smith. Apparel Studies will change the program name to Apparel Merchandising and Product Development (AMPD). This change will better reflect what the program focuses on and is in direct alignment with apparel industry terms and channels. This name change is a result of the Apparel Studies Advisory Board recommendation at the April 2013 board meeting. In addition AMPD will add a course AMPD 3043 Fashion Brand Management to the AMPD specific courses. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    8. Proposed undergraduate program change for the College of Education and Health Professions, Department of Curriculum and Instruction – PSPED – Pre-code Special Education (Table Two, Attachment 2A) was presented by Janet Penner-Williams. The Special Education Program requested that a pre-code [PSPED] be added prior to admission to the BSE program in special education. The addition of the pre-code will allow students to indicate special education as a targeted degree program prior to completing the requirements for full admission to the program. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    9. Proposed undergraduate program change for the College of Education and Health Professions, Eleanor School of Nursing – NURSBS – BSN, Nursing (Table Two, Attachment 2B) was presented by Janet Penner-Williams. Proposed program requirement changes: 1) Math requirement: Change from "Math 1203 College Algebra" to “any core Math”. 2) Science requirement: Change from "Sciences with labs must include 4 hours of CHEM including lab (Must be CHEM1073/CHEM 1071 or higher) & BIOL 2443/BIOL 2441L Human Anatomy" to “any 8 hours Core Sciences." 3) Social Sciences program requirement: Change from "Social Sciences (9 hours), Must include *HESC 1403 Lifespan Development" to "Any 9 hours Core Social Sciences.” 4) Humanities requirement: Change from "3 hours Choose from the following: PHIL 2003, 2103, 2203 or 3013" to "Any 3 hours core Humanities. 5) History requirement: Change from "History/Government (3 hours)" to "Any 3 hour core American History or American Government." 6) Program Life Sciences Requirement: From “BIOL 2213/2211L Human Physiology w/Lab* (4) and BIOL 2013/2011L Microbiology w/Lab*4 hours of CHEM including a lab (Must be CHEM 1073/CHEM 1071L or higher) BIOL 2443 & BIOL 2441L: Human Anatomy (ACTS Equivalency = BIOL 2404 Lecture) and Human Anatomy Laboratory (ACTS Equivalency = BIOL 2404 Lab)” to “any 8 hours of Core Science." 7) Statistics Requirement: Change from "3 hours Choose from the following: EDFD 2403, PSYC 2013, STAT 2303, or STAT 2023" to "Any 3 hours Statistics." Proposed Policy Changes: 1) Expand program admission requirements to allow students preparing for NCLEX-RN examination to apply for conditional admission into the RN-BSN Online Program by providing the following documentation: i) State Board of Nursing issued Authorization to Test (ATT) letter or Temporary RN Permit ii) Scheduled NCLEX-RN test date prior to first day of classes. iii) Letter of good standing from the current dean or director of the nursing program the student is enrolled in. 2) Include caveat regarding eligibility requirements for nurses graduating from non-nationally accredited institutions. *Graduates from non NLN-AC/ACEN-accredited nursing programs will be evaluated on an individual basis. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    10. Proposed undergraduate program change for the College of Education and Health Professions, Department of Rehabilitation, Human Resources and Communication Disorders – HRWDBS – BSE, Human Resources and Workforce Development (Table Two, Attachment 2C) was presented by Janet Penner-Williams. The proposal requested that the required GPA for admissions to the BSE in Human Resource and Workforce Development is currently a 2.0. The faculty have voted to raise the GPA standard for admissions into the BSE in HRWD to a 2.5. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    11. Proposed undergraduate program change for the College of Engineering, Department of Computer Science and Computer Engineering – CSCEBA – BA, Computer Science (Table Three, Attachment 3A) was presented by Gordon Beavers. The proposal requested to 1) Accept AP credit for incoming students who take the AP Computer Science “A” Exam. Students who score a 5 on the exam will receive credit for CSCE 2004, students who score a 3 or 4 on the exam, must pass a departmental test to receive credit for CSCE 2004. 2) Update the curriculum to meet ADHE guidelines: a) remove CSCE 1953 as a required course, b) remove the BA Study Areas and replace with 9 hours of CSCE electives at 3000-level or above, c) add CSCE 2114 Digital Design and CSCE 2214 Computer Organization as required classes, d) replace PHIL 2003 Logic with PHIL 3103 Ethics and the Profession, e) remove 5 hours of free electives, and e) make 3 hours of free electives at the 3000-level or above. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    12. Proposed undergraduate program change for the College of Engineering, Department of Computer Science and Computer Engineering – CENGBS – BS, Computer Engineering (Table Three, Attachment 3B) was presented by Gordon Beavers. Proposal requested to 1) Accept AP credit for incoming students who take the AP Computer Science “A” Exam. Students who score a 5 on the exam will receive credit for CSCE 2004, students who score a 3 or 4 on the exam, must pass a departmental test to receive credit for CSCE 2004. 2) Change the hour’s requirement for the Honors program from 7 to 6 in the department and 3) Change the number of thesis hours from 4 to 3. The proposal was approved and will be forwarded for consideration at the January Faculty Senate meeting.
    13. Proposed undergraduate program change for the College of Engineering, Department of Computer Science and Computer Engineering – CSCEBS – BS, Computer Science (Table Three, Attachment 3C) was presented by Gordon Beavers.     14. Proposed graduate program change for the Department of Agricultural and Agribusiness – AGECMS – MS, Agricultural Economics (Table Four, Attachment 4A) was presented by Lona Robertson. Non-thesis students will be required to take the new Agricultural Microeconomics Course. Non-thesis students will still be required to take courses in policy, marketing and management however 1) students will be given additional options (flexibility) to choose from in each of those areas and 2) the number of policy courses required increases from one to two. Thesis students will no longer be required to take AGEC 5303, ECON 5233, and ECON 5533. Instead they will be required to take 1) the new Agricultural Microeconomics course, the new Quantitative Food and Agricultural Policy course as well as two graduate level courses from AGEC. The proposal was approved and will be forwarded for consideration at the January Graduate Council meeting.
    15. Proposed graduate program change for the School of Human Environmental Sciences – HESCMS – MS, Human Environmental Sciences (Table Four, Attachment 4B) was presented by Tim Killian. The proposal requested to delete HESC 425V Food and Nutrition Seminar as a requirement. The proposal was approved and will be forwarded for consideration at the January Graduate Council meeting.
    16. Proposed graduate program change for the School of Human Environmental Sciences – HESCMS – MS, Human Environmental Sciences, Online Delivery (Table Four, Attachment 4C and Attachment 4C-1) was presented by Tim Killian. There are currently many students taking courses that are provided by the school and are online. Also, the demand for online programs is growing, and is particularly strong in HESC programs. The changes have no short-term staffing implications. Long-term staffing implications will only be needed after the programs experience significant growth. The proposed change will allow the programs to recruit and compete for students who are seeking and needing to pursue their degrees online. Only non-thesis students will be accepted. The proposal was approved and will be forwarded for consideration at the January Graduate Council meeting
