Chair Lona Robertson called the meeting to order at 2:30 PM.
  1. The minutes for the August 9, 2013 meeting were approved with no corrections.
  2. Course Change Proposals:
    1. Undergraduate and School of Law course change proposals (Table A & Table D) were approved without opposition and will be forwarded for the October 2013 Faculty Senate meeting.
    2. The Graduate and/or Dual course change proposals (Tables B and Table C) were approved without opposition and will be forwarded for the October Graduate Council meeting.
    3. The Undergraduate “Core” course change proposals (Table E) were approved and will be forwarded for the next University Core Committee meeting.

    1. Proposed undergraduate program change for the Fay Jones School of Architecture, Department of Interior Design – IDES-M – Minor, Interior Design (Table One, Attachment 1A) was presented by Mark Boyer. The Interior Design Minor proposal will only be available to students in the Fay Jones School of Architecture. Those still in the minor outside of the school will be continue to be advised towards completion of the minor. The program change was approved and will be forwarded for consideration at the October Faculty Senate meeting.
    2. Proposed undergraduate program change for the College of Education and Health Professions, Department of Curriculum and Instruction –SPEDBS – BSE, Special Education (Table Two, Attachment 2A, Attachment 2A-1, Attachment 2A-2, Attachment 2A-3, Attachment 2A-4, Attachment 2A-5 and Attachment 2A-6) was presented by Barbara Gartin. This new degree is proposed because currently there are no undergraduate programs in special education or stand-alone special education teacher preparation (licensure) program in Arkansas. Dr. Karen Walters, Assistant Commissioner, Arkansas Department of Education (ADE), notes that on an annual basis her office typically receives more approximately 500 requests for waivers so that non-special education licensed teachers can teach in those classrooms. The cause of such a large number of waiver requests is the limited number of fully qualified special education teachers in the state. Since federal law requires students with disabilities to receive a free appropriate public education, the quality of special education teachers is a very important concern. It is unlikely that the proposed degree program will impact other degree programs and no program will be eliminated if the BSE in special education is approved. The program change was approved and will be forwarded for consideration at the October Faculty Senate meeting.
    3. Proposed undergraduate program change for the College of Education and Health Professions, Department of Curriculum and Instruction – CATEBS – BSE, Career and Technical Education – Business Education Concentration (Table Two, Attachment 2B) was presented by Betsy Orr. The proposal requested to delete CATE 4041: Lab Management in Career & Technical Education; increase CATE 4051: Seminar by 1 hour ; delete WCOB 2043: Acquiring and Managing Financial Resources; add ACCT 2013: Accounting Principles I; change WCOB 1023: Business Foundations to WCOB 1023: Business Foundations or ACCT 2023: Accounting Principles II; delete CATE 1001: Practicum in Career & Technical Education; add CIED 1011: Introduction to Education Practicum; change CIED 3023: Survey of Exceptionalities to CIED 3023: Survey of Exceptionalities or CIED 4023: Teaching in Inclusive Secondary Settings; update to admission process. The proposal was approved and will be forwarded for consideration at the October Faculty Senate meeting.
    4. Proposed undergraduate program change for the College of Education and Health Professions, Department of Curriculum and Instruction – CATEBS – BSE, Career and Technical Education – Technology Education Concentration (Table Two, Attachment 2C) was presented by Betsy Orr. Delete CATE 4041: Lab Management in Career & Technical Education; increase CATE 4051: Seminar by 1 hour; delete CATE 1001: Practicum in Career & Technical Education; add CIED 1011: Introduction to Education Practicum; change CIED 3023: Survey of Exceptionalities to CIED 3023: Survey of Exceptionalities or CIED 4023: Teaching in inclusive Secondary Settings; delete TEED 3103: Frameworks for Resolving Technological Challenges; and add STEM 4033: Introduction to STEM Education. This change also included an update to the admission process. The proposal was approved and will be forwarded for consideration at the October Faculty Senate meeting.
    5. Proposed undergraduate program change for the College of Education and Health Professions, Department of Rehabilitation, Human Resources and Communication Disorders – HRWDBS – BSE, Human Resources and Workforce Development Education (Table Two, Attachment 2D) was presented by Phil Gerke. Students who enter the university at any time can declare human resource and workforce development as a major; however, there is an application process that must be completed in order to be formally admitted. The proposal requests that a pre-code be established so students can be identified for better advising and tracking prior to the formal admission. The proposal was approved and will be forwarded for consideration at the October Faculty Senate meeting.
    6. Proposed graduate program change for the Department of Curriculum and Instruction – SEEDMA – MAT, Secondary Education (Table Three, Attachment 3A) was presented by Michael Wavering. It was proposed that CIED 5243 Special Methods of Instruction I, CIED 5253 Special Methods of Instruction II, and CIED 5262 Special Methods of Instruction III be replaced by the courses listed below. This change also includes an update to our admission process.
      SEED 5003 Introductory Teaching of Secondary Science (summer); SEED 5013 Advanced Teaching of Secondary Science (fall); SEED 5022 Secondary Science Teaching Seminar (spring); SEED 5103 Methods of Teaching Social Studies (summer); SEED 5113 Teaching History, Government and Economics (fall); SEED 5122 Teaching Geography, World Cultures and Religions (spring); SEED 5203 ELA Methods of Instruction (summer); SEED 5213 Issues in Literacy (fall); SEED 5222 Language, Literacy, and Culture Seminar (spring); SEED 5303 Teaching Secondary Mathematics (summer); SEED 5313 Theories of Learning Mathematics (fall); SEED 5322 Integrating Technology and Mathematics (spring); SEED 5403 Methods of Teaching Foreign Language K-12 (summer); SEED 5413 Instructional Practices in Teaching Foreign Language (fall); SEED 5422 Methods Special Issues in Teaching Foreign Language (spring); SEED 5503 Methods for Teaching Secondary Mathematics and Science (summer) replace the courses that are no longer being offered. The proposal was approved and will be forwarded for consideration at the October Graduate Council meeting.
    7. Proposed graduate program change for the Department of Curriculum and Instruction – SEEDME – MED, Secondary Education name change to Career and Technical Education (Table Three, Attachments 3B and Attachment 3B-1) was presented by Pat Koski as an informational item. The name change was proposed for the purpose of providing a more accurate name for the existing program. Previously the M.Ed. in Secondary Education offered curriculum options for several programs in the department. With the approval of the M.Ed. in Curriculum and Instruction the M.Ed. in Secondary Education is no longer a degree title that represents the existing program - career and technical education. Course requirements have not changed. The proposal was approved and will be forwarded as an informational item at the October Graduate Council meeting.
    8. Proposed graduate program change for the Department of Curriculum and Instruction – ESRMPH – PhD, Educational Statistics and Research Methods (Table Three, Attachments 3C, Attachment 3C-1 and Attachment 3C-2) was presented by Pat Koski as an informational item. The graduate program in Educational Statistics and Research Methods (ESRM), that offers the PHD and several certificates, will be administratively moved from the Department of Curriculum and Instruction (CIED) to the Department of Rehabilitation, Human Resources, and Communication Disorders (RHRC). There is no change in staffing or curriculum. The proposal was approved and will be forwarded as an informational item at the October Graduate Council meeting.
    9. Proposed graduate program change for the Department of Health, Human Performance and Recreation – CHLPMS – MS, Community Health Promotion (Table Three, Attachment 3D) was presented by Susan Mayes. The request is to add a curriculum vitae and a 500 word interest statement as an admission requirement and change the GRE score to the new scoring system. The proposal will not go to Graduate Council, but will be handled as a catalog change.
    10. Proposed graduate program change for the Department of Health, Human Performance and Recreation – CHLPPH – PhD, Community Health Promotion (Table Three, Attachment 3E) was presented by Susan Mayes. The request is to add HHPR 699V Seminar: Grant Writing as a required course in the PhD CHLP program. Removing CHLP 6333, Health Behavior Research, as a required course and adding it as a possible elective. Also, adding submission of curriculum vitae for program admission consideration, and changing the old GRE score to the new standard in the narrative portion of the Catalog of Studies. The proposal was approved and will be forwarded for consideration at the October Graduate Council meeting.
