  2. Course Change Proposals:
    All course change proposals were approved without opposition, except for RESM 4283 and RESM 5283. Kate Mamiseishvili requested both courses be tabled. The two courses were rolled back to the college dean approval level. The approved courses are listed on the CIM Course Report created by CourseLeaf and will be forwarded for consideration as appropriate to the:

    1. Proposed graduate program change for the Department of Chemical Engineering, CHEGPH – Engineering (Chemical Engineering), Doctor of Philosophy presented by Norm Dennis.

      Change requirement from MATH 4423 to MATH 5423. Also remove allowing any 4000 level electives per ADHE PhD requirements.

      The MATH 4423 course has been replaced by 5423 (4a_chegph_report_09282018).

    2. Proposed graduate program change for the Department of Curriculum and Instruction, EDEQME – Education Equity, Master of Education presented by Autumn Lewis.

      This request is for a new Master of Education in Educational Equity degree program that focuses on preparing and supporting teachers in high-needs districts in Arkansas.

      There is an extreme shortage of qualified teachers in many specific subject areas. This shortage is amplified significantly in rural, poor districts with high levels of poverty. The proposed degree program provides a mechanism for identifying teachers and supporting them in rural, high-needs districts in Arkansas (4b_edeqme_report_09282018, 4b_edeqme_newdegree_ltrofintent, 4b_edeqme_newdegree_proposal).

    3. Proposed graduate program change for the Department of Curriculum and Instruction, SPTSGC – Special Education Transition Services, Graduate Certificate presented by Suzanne Kucharczyk.

      Teaming for Transition is an interdisciplinary training program enhancing the discipline and transition specific competencies of special educators and related service providers serving students will significant disabilities. The focus of the graduate certificate is to provide opportunities to become a transition specialist by learning alongside students across disciplines; shared graduate courses in characteristics, transition process, family/professional relationships, and legal aspects of special education; shared internship semester in a high need high school; participation in state-level and University transition summits; and collaborative, interdisciplinary assignments. Therefore, we are requesting a graduate certificate in transition.

      AR teachers are wanting coursework on how best to work with special education students who are transitioning out of high school. This graduate certificate will provide transcript verification that they have completed 15 hours in teaching preparing people with disabilities for transition.

      The Office of Special Education (OSEP) has determined there is great need for professionals across disciplines that are prepared to work with young adults and adults with disabilities. OSEP has funded 1.1 million dollars to UA to educate professionals on the needs of people with disabilities transitioning to adulthood. This grant will fund professionals taking this coursework for 5 years.

      The state of Arkansas has determined there is a great need for this program. Currently, the ADE employs transition specialists across the state; however, they have difficulty-finding professionals with transition credentials. Currently, Bonnie Boas is discussing the possibility of an endorsement in transition at the state teacher licensure level. Our program would be a model for endorsement. Arkansas is closing out the Promise Grant. Recommendations from the findings of the grant suggested that schools and teachers need education to assume the roles of the Promise grant connectors.     4. Proposed graduate program change for the Department of Curriculum and Instruction, TESLGC – Teaching English to Speakers of Other Languages, Graduate Certificate presented by Kate Mamiseishvili.

      We are requesting a graduate level certificate that will include the four required courses for the ESL endorsement on the AR teaching license plus a special topics course such as Teaching English Learners in the Content area or English Learner Parent/Family Engagement.

      Students take the 4 courses required for ESL endorsement and then desire an additional course to address current issues in ESL such as addressing student needs in the content area, family/community engagement etc. (4d_teslgc_report_09282018, 4d_teslgc_newgradcertif_ltrofnotif_09282018).

    5. Proposed graduate program change for the Department of Graduate Dean, CSALGC – Cross Sector Alliances: Public, Private and Nonprofit Collaboration, Graduate Certificate presented by Patricia Koski.

      Added MGMT 5223 as a requirement for MPA students (MBA and MPA students must meet slightly different requirements)

      Moved MGM T 5313 from electives to required courses

      Added the following courses to the 3 hour elective block: WCOB 510V, PADM 5813, MGMT 4103, and PLSC 5173

      These changes are needed to create a better fit with each master's program requirement. The additional electives are designed to foster interdisciplinary dialogue among the students. (4e_csalgc_report_09282018).

    6. Proposed graduate program change for the Department of Industrial Engineering, OMLSGC – Lean Six Sigma, Graduate Certificate presented by Manuel Rossetti.

      Demand for new Lean Six Sigma skills. The graduate certificate in Lean Six Sigma was developed to meet industry and employee desires, including a program to meet American Society for Quality Body of Knowledge requirements.

      This request establishes a certificate to meet Lean Six Sigma Body of Knowledge requirements in the American Society of Quality driven by employer and student demand. The Master of Science in in Operations Management (MSOM or OMGT) has focused on lean six sigma, quality management and process improvement as one of as one of the 10 operations management strategic decisions. During marketing surveys, current and potential students indicated a desire for graduate certificates focusing in project management, lean six sigma/quality, homeland security operations, risk management and healthcare logistics. These have been informal focus areas students have followed since the inception of the MSOM program. Surveys from students and contact with employers indicate more value in focused areas that follow the industry-accepted Body of Knowledge (BOK) for each of these areas. The American Society for Quality (ASQ) BOK was followed in redesigning the basic course and adding an advanced course for Lean Six Sigma. The Arkansas Economic Development Commission workforce training initiatives recommend this standard to Arkansas businesses. This initiative was followed in the first MSOM certificate in Project Management which has resulted in more than 20 new students in the first term being offered; this certificate continues that strategy to provide industry accepted BOK education to meet student indicated interest.

    7. Proposed graduate program change for the Department of Rehabilitation, Human Resources, and Communication Disorders, CNSLMS – Counseling, Master of Science presented by Kate Mamiseishvili.

      We are asking to delete the GRE requirement for MS level applicants. I deleted this from the wording above. We are also deleting the writing sample from being turned in at application and requiring one at interview now.

      We now require a written sample at the time of interview which will replace the need for the GRE written score. Also to be mindful of being more of an inclusive program we would like to not use the GRE. Also, in following other programs in our area we would like to drop the GRE requirement.     8. Proposed graduate program change for the Eleanor Mann School of Nursing, NURSDP – Nursing Practice, Doctor of Nursing Practice presented by Anna Jarrett.

      Proposal for the following changes:
      • Eliminated ESRM 6403 Educational Statistics and Data Processing. Course content not entirely applicable to knowledge and skills required by DNP graduates
      • Eliminated PBHL 6833 Principles of Epidemiology. Essential content will be added to new course which will combine analytical methods for health care.
      • Added NURS 6343 Analytic Methods and Epidemiology for Health Care Practice Course has been submitted for approval. This course will provide opportunity for students to understand analytical methods and interpret statistical results for the application of evidence to improve clinical practice. Applying evidence to improve health care outcomes for patients and populations is a major responsibility of the DNP role.
      • Eliminated NURS 7113 Capstone Seminar I. Eliminates duplication of coursework and decreases the number of hours needed to complete the DNP project to a reasonable number.
      • Eliminated NURS 7132 Capstone Seminar II. Eliminates duplication of coursework and decreases the number of hours needed to complete the DNP project to a reasonable number.
      • Added ESRM 5393 Statistics in Education and health Profession. Prepares students for data management required in advanced courses and for the DNP project.
      • Added NURS 5403 Scholarly Writing Prepares students for rigorous writing requirements in DNP coursework and the DNP project.
      • Moved General Requirements for BNS to DNP students from the concentration CIM block to this general DNP program block. To better organize information on Courseleaf.
      • Added Progression and Grade Requirements. These are not new requirements. They were described in Graduate Student Handbook. However, including them in the catalog will ensure that they are being enforced.
      • Moved Admissions Requirements from a separate CIM block to this general DNP program block. To streamline information on Courseleaf.

    9. Proposed graduate program change for the Eleanor Mann School of Nursing, NURSDP-ACNP – Nursing: Adult-Gerontology Acute Care Nurse Practitioner Concentration presented by Anna Jarrett.

      Proposal for the following changes:
      • Revised name of concentration. To meet current national and professional standards.
      • Added NURS 5434 Common Problems in Acute Care in Adult and Gerontology Populations. Course has been submitted for approval. Re-alignment of coursework to more accurately reflect progression in program and to align with DNP Essentials, ANCC, and NONPF guidelines for the AGACNP. This course replaces diagnostic reasoning with more relevant material that is needed for board certification for the AGACNP. Course has been submitted for approval.
      • Eliminated NURS 5003 Theoretical and Scientific Foundations for Nursing Practice. Some course content not current; relevant content will be incorporated into existing courses as appropriate. This will optimize applicability of theory to specific content areas.
      • NURS 5102 Advanced Health Assessment and Diagnostic Reasoning decreased to one credit hour (will be NURS 5101). To more equitably distribute clinical hours in relation to didactic hours. Content in course does not change, but students will have additional clinical time to apply concepts.
      • NURS 5111 Advanced Health Assessment and Diagnostic Reasoning Clinical Practicum increased to two credit hours (will be NURS 5112). To more equitably distribute clinical hours in relation to didactic hours. Content in course does not change, but clinical hours are increased from 45 to 90 hours.
      • Added NURS 5332 Common Problems in Acute Care in Adult and Gerontology Populations Clinical Practicum. Course has been submitted for approval. Re-alignment of course work to more accurately reflect progression in program and to align with DNP Essentials, ANCC, and NONPF guidelines for the AGACNP. This course replaces diagnostic reasoning with more relevant material that is needed for board certification for the AGACNP. Co-requisite to NURS 5434, and allows clinical application of didactic content.
      • Eliminated NURS 5272 Clinical Practicum: Interpretive Diagnostic Reasoning. The addition of NURS 5332 and 5434 more appropriately incorporates and aligns essential content.
      • Moved the section titled "general Requirements for BSN to DNP students" to the generic NURSDP CIM block. To better organize the materials on Courseleaf and distinguish between requirements for all DNP students and for specific concentration.

      The Registrar’s Office has been working to ensure consistency in program naming descriptions in CIM, using the convention illustrated in the attached documentation. Any updates we’ve administratively made are documented in the Reviewer Comments, so please be aware of this so as to differentiate between a “real” name change proposal and an administrative update.

    6. Online delivery method for programs – Lisa Kulczak

      The Registrar’s Office has also been correcting online delivery method settings to accurately reflect the distinction between “100% with Required Campus Component” and “100% with No Required Campus Component”. Due to the

      CIM form updates last year, many programs that were already designated for online delivery simply indicate “100%” as the default value, so we are resetting them to accurately reflect what’s already in UAConnect.

    7. Student Learning Outcomes – required for all programs – Alice Griffin

      To help incorporate assessment into the campus culture all programs will be required to include the program goals and learning outcomes in CourseLeaf. Rather than roll back the request of a current program, Alice will utilize the program’s assessment plan, when available, to insert the information. The committee approved this strategy.
