Course Change Proposals:
- The amended Undergraduate and School of Law course change proposals (Table A and Table D) were approved without opposition. The approved courses will be forwarded for consideration at the May 2014 Faculty Senate meeting. University Core change proposals (Table E) were approved and will be forwarded to the University Core Committee.
- The Graduate and/or Dual course change proposals (Tables B and Table C) were approved without opposition. The approved courses will be forwarded for consideration at the May 2014 Graduate Council meeting.

- Proposed undergraduate program change for the Dale Bumpers College of Agricultural, Food and Life Sciences, Department of Agricultural Education, Communications, and Technology – ACOM-M – Minor in Agricultural Communications (Table One Attachment 1A and Attachment 1A-1) was presented by Lona Robertson. The proposal requested to change name of the program from Agricultural Communications minor to Agricultural, Food and Life Sciences Communications minor. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Dale Bumpers College of Agricultural, Food and Life Sciences, Department of Agriculture Economics and Agribusiness – AGBSBS – BSA, Agricultural Business (Table One, Attachment 1B) was presented by Michael Thomsen. The proposal requested that AGEC 4613: Domestic and International Agricultural Policy be taken as part of the departmental core is being removed. Students will instead be allowed to select two of four agricultural policy-intensive courses as part of the departmental core requirements. AGEC 3413, Environmental Economics is being removed as a specific requirement under the specialization and will hereafter be one of the four agricultural-policy intensive options in the core. Total hours required for the degree remain unchanged. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.

Proposed undergraduate program change for the Dale Bumpers College of Agricultural,
Food and Life Sciences, School of Human and Environmental Sciences – HDFSBS – BSHES,
Human Development and Family Sciences, Birth to Kindergarten Concentration
(Table One,
Attachment 1C)
was presented by Jennifer Henk The Birth through Kindergarten concentration in the
major of Human Development & Family Sciences will be revised to prepare students for
application for the Integrated Birth through Kindergarten/Special Education teacher
license in the state of Arkansas. These revisions will be implemented incrementally
over several years. The first set of revisions were presented for 2014-2015.
- The following changes in course requirements were requested: 1. new course, HESC 1413 Foundations for Teaching Young Children, will be created. 2. A new lab course, HESC 2401L Infant & Toddler Development Lab will be created as a co-requisite to HESC 2403 Infant & Toddler Development. 3. HESC 3402/3401L Child Guidance will have a new number, HESC 2473/2471L. Changing the course from 2-credit hours to 3-credit hours better reflects the competencies required from the State of Arkansas for teacher licensure. Moving this course to the 2000-level better reflects the sequencing of the concentration and allows for the direct substitution of this course from the junior colleges. 4. HESC 1411L Observation of Children will be removed from the requirements. Content from this course will be embedded in the proposed HESC 1413 Foundations of Teaching Young Children. 5. HESC 4423 Adult Development will be removed from the requirements. 6. HESC 4753 Family Financial Management will be removed from the requirements. Following a short discussion, the proposal was unanimously approved and will be forwarded for consideration at the May Faculty Senate meeting.
- Proposed undergraduate program change for the J.W. Fulbright College of Arts and Sciences, Department of Arts and Sciences – INDS-M – Minor in Indigenous Studies (Table Two Attachment 2A and Attachment 2A-1) was presented by Lynda Coon. The proposal requested to add a new on-campus Minor in Indigenous Studies. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the J.W. Fulbright College of Arts and Sciences, Department of Arts and Sciences – JWST-M – Minor in Jewish Studies (Table Two, Attachment 2B and Attachment 2B-1) was presented by Lynda Coon. The proposal requested to add a new on-campus Minor in Jewish Studies. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the J.W. Fulbright College of Arts and Sciences, Department of Arts and Sciences – SOST-M – Minor in Southern Studies (Table Two Attachment 2C and Attachment 2C-1) was presented by Lynda Coon. The proposal requested to add a new on-campus Minor in Southern Studies. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the J. W. Fulbright College of Arts and Sciences, Department of Communication – COMM-M – Communication Minor (Table Two Attachment 2D and Attachment 2D-1) was presented by Bob Brady. The proposal requested that the Communication Minor be offered online as well as the current face to face program. Following a short discussion, the proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the J. W. Fulbright College of Arts and Sciences, Department of Geosciences – GISTCP – Undergraduate Geospatial Technologies Certificate of Performance (Table Two, Attachment 2E) was presented by Jason Tullis. The proposal requested that the catalog numbers of two required courses are being changed to 3000-level courses, and the program requirements need to reflect those changes: GEOS 2003 --> 3003 and GEOS 2103 --> 3103. Following a short discussion, the proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of History – AAST-M – Minor, African and African American Studies (Table Two Attachment 2F and Attachment 2F-1) was presented by Yvette Murphy-Erby. The African and African American Studies (AAST) Program requested the ability to offer the AAST minor online with the support of UA Global Campus. All requirements of the online minor will be the same as the on-campus/face to face minor. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Journalism – JOUR-M – Minor, Journalism (Table Two Attachment 2G and Attachment 2G-1) was presented by Dale Carpenter. The proposal requested to add new Minor in Journalism to have both on-line and face-to-face delivery. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Journalism – JOURBA – BA, Journalism (Table Two, Attachment 2H) was presented by Dale Carpenter. The proposal requested to add the course JOUR 4333, Media Ethics, to the journalism core as a required course for all journalism majors. This will increase the total number of journalism hours required by the major from 34 to 37. The overall number of hours required for the degree remains unchanged at 120. The new required course will replace an elective. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Music – MUSCBA – BA, Music (Table Two, Attachment 2I) was presented by Stan Morris. The proposed change will require the addition of "1-5 hours of elective music courses at the 3000/4000 level as needed" to the current course requirements for the Bachelor of Arts degree in Music to ensure a minimum of 20 hours of music courses at the 3000+ level. This will increase the number of hours required for the major by 1-5 hours. This will not change the total number of hours required for the degree, which will remain at 120. Following a short discussion, the proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Music – MUSCBM – BM, Music (Table Two, Attachment 2J) was presented by Ronda Mains. The proposal requested to 1) Change the music theory course requirements in the Bachelor of Music Degree with an emphasis in Theory by replacing the six hours of composition courses (MUTH 164V, 264V, 364V, or 464V) with six hours of music theory electives. The proposed change will not require a change in the total number of hours. 2) Add Women's Chorus to the list of ensembles that will fulfill the ensemble requirements for the Bachelor of Music Degree with an emphasis in Music Education, Choral/Voice and Choral/Piano. The proposed change will not require a change in the total number of hours. 3) Add Women's Chorus as an ensemble that will fulfill the degree requirement that music majors are required to enroll in MUEN 1411 Concert Choir during the first year of residence. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, School of Social Work – CHAS-M – Minor in Child Advocacy Studies Training (Table Two Attachment 2K and Attachment 2K-1) was presented by Yvette Murphy-Erby. The proposal requested to add a new online (only) minor in Child Advocacy Studies Training. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, School of Social Work – CHASBC – Undergraduate Certificate in Child Advocacy Studies Training (Table Two Attachment 2L and Attachment 2L-1) was presented by Yvette Murphy-Erby. The proposal requested to add a new online undergraduate Certificate in Child Advocacy Studies Training. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Sociology and Criminal Justice – CMJS-M – Minor in Criminal Justice (Table Two Attachment 2M and Attachment 2M-1) was presented by Jeff Gruenewald. The proposal requested to expand the on-campus Criminal Justice minor to offer on-line delivery. No changes to the program were required. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of Sociology and Criminal Justice – CMJSBA – BA, Criminal Justice (Table Two, Attachment 2N) was presented by Jeff Gruenewald. The proposal noted that CMJS 3043 Police and Society and SOCI 3043 Contemporary Caribbean are NOT cross listed courses. The phrase “or SOCI 3043, Contemporary Caribbean" is being removed from the CMJS required courses list. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences, Department of World Languages, Literatures, and Cultures – SPAN-M – Minor in Spanish (Table Two Attachment 2O and Attachment 2O-1) was presented by Steve Bell. The proposal requested to add an online delivery option for the existing Spanish minor. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed undergraduate program change for the Walton College of Business, Department of Walton College Dean - Walton College Online Credit Hour Policy for Online Students Taking On-Campus Courses – (Table Three, Attachment 3A) was presented by Karen Boston. The proposal requested to modify current policy approved by Faculty Senate in December 2013 to reflect changes in University policy. This included changing the requirement from "no more than 45 hours total" to "may take up to 35% of their total credit hours in online or self-paced (correspondence) may be used in total toward their degree" and include the statement "For students that have transferred academic credits from other institutions, the percentage of total credit hours obtained at the University of Arkansas through regular (semester/summer) online and self-paced online (correspondence) courses for degree credit cannot exceed 35% of the total remaining hours needed to complete the degree after transfer credits are accounted for. Following a short discussion, the proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.

The proposal requested to delete policy under Transfer of Credit Policies to include: #10. Junior- or senior-level courses in business taken as self-paced (correspondence) courses at AACSB International or non-AACSB International institutions may not be accepted and transferred for degree credit. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.

Proposed undergraduate program change for the College of Education and Health Professions,
Eleanor Mann School of Nursing - NURSBS – BSN, Bachelor of Science Nursing

was presented by Kelly Vowell-Johnson. Revisions to the policy for admission to the
BSN program by moving from a GPA based admission to a points based admission. Described
as follows:
- Nursing prerequisite GPA > 3.0 (GPA 4.0 X 7) - 28 points maximum

Completion of 4 required science courses (see below) with at least a C grade in each.
Points will be awarded as follows: 4 points for each course taken at the UA, and 4

For students entering the University of Arkansas as freshmen, credits transferred
in from high school dual enrollment or AP credit will be counted in the required nursing
prerequisite courses at the UA.

- Proposed undergraduate program change for the College of Engineering, Department of Engineering Dean – College of Engineering Graduation Requirements (Table Five, Attachment 5A) was presented by Manuel Rossetti. The proposal requested to change the following College of Engineering Graduation Requirements: 1) Drop requirement of 2.0 GPA in all engineering courses, 2) Remove 000X courses from and adding GNEG 1514 to list of courses that do not count toward an engineering degree, 3) Change 15% limit of D grades to 8 semester hours of D allowable for graduation and 4) Remove several statements that duplicate university requirements. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Faculty Senate meeting.
- Proposed graduate program change for the Arts and Sciences Dean – CLCSPH – PhD, Comparative Literature and Cultural Studies (Table Six, Attachment 6A) was presented by Yvette Murphy-Erby. There will be one minor edit to the catalog copy which clarifies that the oral examination will cover the student's dissertation proposal, which will be done after completion of the written examination. The following changes are primarily internal to the department's doctoral exam structure and are not reflected in the catalog copy, but are as follows: 1. The current 3-hour, closed book World Literature essay exam would be replaced by a 72-hour, open-book take-home essay exam. 2. The World Literature Identification exam would be eliminated. 3. The current 2 3-hour, open-book Specialty essay exams would be replaced by a single 72-hour take-home exam. (The critical approaches essay would be eliminated because critical approaches would be integrated into the take-home exams, as they are now in English.) This would mean that students write two take-home exams, one within their main specialty, and one outside their main specialty (the World Literature essay.). 4. An oral exam, to cover the dissertation prospectus/proposal and related material, would be added as the final component of the comprehensive exams, helping to move students smoothly into the writing of the dissertation. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- Proposed graduate program change for the Department of Crop, Soil and Environmental Sciences – CSESMS – MS, Crop, Soil and Environmental Science (Table Six, Attachment 6B) was presented by Thad Scott. The CSES graduate program requested to eliminate the non-thesis option for the M.S. Degree. The non-thesis option has not been used for several years. Because our department is an applied science program, the faculty believe that thesis research is a fundamental part of a graduate degree and would prefer to only admit students interested in research activity. This change will not affect any other graduate or other academic program. The proposed change would only eliminate the non-thesis option for M.S. students. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- Proposed graduate program change for the Department of Health, Human Performance and Recreation – CHLPMS – MS, Community Health Promotion (Table Six, Attachment 6C) was presented by Susan Mayes. The proposal requested to add another option besides the required project or thesis as part of the graduation requirement. The new option would be to complete 15 elective graduate credit hours and successfully passing the master's comprehensive examination. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- aa. Proposed graduate program change for the Department of Health, Human Performance and Recreation – ATTRMA – M.AT., Athletic Training (Table Six, Attachment 6D) was presented by Susan Mayes. The proposal requested to change the KINS Alpha Codes to EXSC - this process has already been generated through CIM system, add EXSC 5643 Psychology of Sport Injury and Rehabilitation to the required courses for the Master of Athletic Training. In addition; the GRE score in the text has been updated to reflect the new scoring system. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- bb. Proposed graduate program change for the Department of Health, Human Performance and Recreation – KINSPH – PhD, Kinesiology (Table Six, Attachment 6E) was presented by Susan Mayes. The proposal requested to change KINS alpha code on courses only to EXSC; this is currently in progress through the CIM system, deleted six credits of required courses (KINS 6323 Biomechanics II and KINS 6343 Physiology of Exercise II); and increased the field of study electives from 18-24 credit hours. Note - this action does not change total hours required for the degree program and only increased the number of electives by 6 hours. In addition in the text; corrected the GRE score to the new scoring system. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- cc. Proposed graduate program change for the Department of Mathematical Sciences – SMTHMA – MA, Secondary Mathematics (Table Six Attachment 6F and Attachment 6F-1) was presented by Yvette Murphy-Erby. Proposal requested to offer the program online as well as face-to-face. No changes in curriculum were requested. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.
- dd. Proposed graduate program change for the Department of Music – MUSCGC – GC, Advanced Instrumental Performance (Table Six Attachment 6G and Attachment 6G-1) was presented by Yvette Murphy-Erby. The proposal requested to change the current name of the program from "Graduate Certificate in Advanced Instrumental Performance" to "Graduate Certificate in Advanced Performance." As a result, we have a change to the initial paragraph in the catalog copy which introduces the program, and a change to the prerequisites to the Graduate Certificate. The word "instrumental" is being removed in places referencing the grad certificate's program name. The proposal was unanimously approved and will be forwarded for consideration at the May 2014 Graduate Council meeting.

Other Business:
- Discussion of changes in the policy for on-line degree credit hours for students pursuing an on-campus (Face-to-Face) undergraduate degree was presented by Kim Bradford and Dr. Javier Reyes. This item had been sent back to the college’s curriculum committees at the March UCPC meeting for further discussion. Each college reported back with acceptance of the changes to the revised policy. Further information was contained in Document One, “Policy of online credit hours for on campus students”, and Document Two, “Online credit hours vs total credit hours earned fall 2013”. The committee voted unanimously to forward the proposal to the May Faculty Senate meeting with revisions as was noted in Document One.
- Lona Robertson reminded the committee that several members were rotating off and the colleges needed to replace them over the summer.
