Chuck Adams, Chair, called the meeting to order at 2:30 PM.
- The minutes for September 23, 2011 were approved without corrections.
- Course Change Proposals:
a. Undergraduate course change proposals ( Table A) were approved without opposition and will be forwarded for the November 2011 Faculty Senate meeting.
b. The Graduate and Dual course change proposals ( Table B and Table C) were approved without opposition and will be forwarded for the November 2011 Graduate Council meeting. - Old Business:
Pat Koski reported on a change in Academic Policy 1622.20, Attachment One, which was requested by the committee at the September meeting in order to clarify the process that items for information only were to follow. These actions involved only administrative or organizational changes that have no impact on degree requirements, such as changing a name or code, eliminating or creating departments, moving degree programs from one unit to another, or changing a center or non-academic unit (organizational or administrative changes). There was considerable discussion and the committee requested additional changes. Pat Koski was charged to request that the additional changes be sent to the Provost Office for consideration and William Warnock was to send each committee member a copy of the original Academic Policy 1622.20. The item is to be reported at the November meeting of the University Course and Programs Committee. - New Business:
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Art – ARTBA - BA, Art – Art History Concentration ( Table One, Attachment 1A) was presented by Bill Quinn. Proposal requested to make the following changes to the BA Major in Art with Concentration in Art History: 1) requirements in upper division ARHS courses changed from 3 classes required in pre-Modern course choices (group 1) and 3 in Modern course choices (group 2) to 6 upper division ARHS classes with at least two courses from each of groups 1 and 2; 2) elimination of requirement of Individual Research in art history class (ARHS 4963); 3) change from requiring one seminar to two seminar courses; 4) typo correction to the intermediate II world language catalog # requirement which should be HIST 2013, not 2003. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Biological Sciences – BIOLBA – BA, Biology ( Table One, Attachment 1B) was presented by Bill Quinn. BIOL 399VH is being deleted, and the catalog requirements reflect the removal of this course from the course inventory. Under the stated requirements for honors students, 399VH is being changed to BIOL 499VH. Also, the listing of BIOL 499V currently in the honors section is a typo, and is being corrected to read BIOL 499VH. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.

- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Chemistry and Biochemistry – CHEMBS – BS, Chemistry – International Concentration ( Table One, Attachment 1D and Attachment 1D-1) was presented by Bill Quinn. The International Option for the Chemistry, B.S. major existed solely to accommodate undergraduates from Dublin City University and/or the University of Regensburg to obtain dual BS Chemistry degrees at UAF and their home sponsoring institutions and is being deleted. This reciprocal program has concluded, and there will no longer be any students from Dublin City College or University of Regensburg participating in this program, so the need for this option no longer exists. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Computer Science and Computer Engineering – CSCEBA and CSCE-M – BA, Computer Science and Minor in Computer Science ( Table One, Attachment 1E, Attachment 1E-1 and Attachment 1E-2). (For Information Only) was presented by Bill Springer and Bill Quinn. The proposal requested that the Bachelor of Arts in Computer Science degree and the Minor in Computer Science be moved from Fulbright College of Arts and Sciences to the College of Engineering. The proposal will be forwarded as an informational item for the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of History – Change in AP Score for Credit ( Table One, Attachment 1F) was presented by Bill Quinn. Proposal requested to change catalog copy concerning the minimum scores on AP exams in History (currently on page 45 of the 2011-2012 catalog). On September 2, 2011, the Department of History voted unanimously not to accept minimum scores of 3 on AP exams in U.S. and European history. Furthermore, the Department will require a score of 5 on their AP exam in U.S. History in order to receive credit for both HIST 2003 and HIST 2013. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Arts and Sciences Dean – IRELBA – BA, International Relations ( Table One, Attachment 1G) was presented by Bill Quinn. Proposal requested to add African & African American Studies as one of the areas for students to fulfill the area studies requirement. 2.) Add some additional courses from HIST and PLSC to the various tracks that will be allowed to fulfill track requirements, and remove some courses. 3.) Add information on the new IREL 399VH honors thesis class and the application of thesis hours and honors colloquia to thematic track requirements. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of World Languages, Literatures and Cultures – JABO-M – Minor in Japanese with Business Orientation ( Table One, Attachment 1H) was presented by Bill Quinn. Proposal requested to add one course (JAPN 4033) to the Electives category and to change the wording of the advanced Japanese requirement to specify that JAPN 3116 is required. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Lemke Department of Journalism – JOURBA – BA, Journalism ( Table One, Attachment 1I) was presented by Bill Quinn. Proposal requested to drop ENGL 2013, Essay Writing, as a requirement for all journalism majors and all journalism combined majors and delete a phrase describing the elective JOUR requirements for all three journalism sequences. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Arts and Sciences Dean – LASTBA and LAST-M – Second or Dependent BA and Minor in Latin American and Latino Studies ( Table One, Attachment 1J) was presented by Bill Quinn. The proposal requested to update the list of courses that count for credit towards the LAST co-major and the LAST Minor, to reflect new courses, and to eliminate old courses that are no longer current. Delete GEOG 410V Special Problems in Geography, LAST 3013 Modern Latin American Literature in Translation, PLSC 394V Readings in Political Science, and ANTH 448V Individual Studies in Anthropology. Add ECON 3853 Emerging Markets, LAST 399VH Honors Thesis, SPAN 3123 Spanish for Heritage Speakers, PLSC 3263 Latino Politics, MUHS 4253 Special Topics: Latin American Music. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Mathematical Sciences – MATH-M – Minor in Mathematics ( Table One, Attachment 1K) was presented by Bill Quinn. Proposal requested to change MATH 3404 to MATH 2584 remove some specified course requirements and substituting those with MATH and STAT 3000-level and higher electives. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Mathematical Sciences – MATHBA – BA, Mathematics ( Table One, Attachment 1L) was presented by Bill Quinn. The department specifies that PHIL 2203, Logic, cannot count towards the Philosophy requirement. The department's intent is that students for the MATHBA need to take a total of 6 hours of humanities, 3 from PHIL and 3 from any other state/university core-approved HUMN course (other than PHYS or other than the intermediate II world language course which is a separate requirement). The department proposed to require Math 3513 in place of 2603, and to allow any Math or Stat courses at the 3000-level or higher count towards the degree. Finally course changes are in the approval chain for MATH 4932 and MATH 3404: MATH 4932 is to be converted into MATH 4933 and MATH 3404 to become MATH 2584. Even though MATH 2584 is not at the 3000 level, it is to be counted towards the BA degree. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department
of Mathematical Sciences – MATHBS – BS, Mathematics (
Table One,
Attachment 1M) was presented by Bill Quinn. The department specifies that PHIL 2203, Logic, cannot
count towards the Philosophy requirement. Clarification of the department's intent
that students need to take a PHIL class (not to include Logic) and 3 additional hours
of humanities which, are not restricted to WLIT and can come from any other non-PHIL
course. The department proposed to eliminate CSCE 2014 as a requirement; add CSCE
2014 (CSCE 2004 is a prerequisite, and a requirement) as an allowed science track.
Remove Math 2603 as a requirement. The total number of specified MATH (or CSCE) courses
required for the BS in Mathematics will drop from 34 to 28.All of the options will
increase by at least 3 hours. Additional specific changes for each option are:
Option 1: Require STAT 3013/5103, MATH 3423, CSCE 3313, MATH 4353 and MATH 4363, and one of MATH 4523, MATH 4443 or STAT 4003/4001L. (This is an increase in 6 hours for this option.)
Option 2: Change requirement from 12 hours to 18, allowing CSCE 3313, Algorithms to count towards this. (This is an increase in 6 hours for this option.)
Option 3: Change the requirement to 19 hours. Allow STAT 5103 in lieu of STAT 3013. (This is an increase in 3 hours for this option).
The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Mathematical Sciences – MATHBA and MATHBS Honors – Honors in BA or BS, Mathematics ( Table One, Attachment 1N) was presented by Bill Quinn. Proposal requested to change requirements of Math 3083 to MATH 3093 and MATH 3404 to MATH 2584. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Physics – PHYSBA – BA, Physics ( Table One, Attachment 1O) was presented by Bill Quinn. Proposal requested to have the new course PHYS 3213 replace the existing courses PHYS 220V and PHYS 320V, which are being deleted. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate change for the Fulbright College of Arts and Sciences – Department of Physics – PHYSBS – BS, Physics ( Table One, Attachment 1P and Attachment 1P-1) was presented by Bill Quinn. Proposal requested to add an Astronomy concentration to the B.S. in Physics program and a sub plan code "ASTR" be created for advising/tracking purposes. The new course PHYS 3213 will replace existing courses PHYS 220V and PHYS 320V, which are being deleted. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed undergraduate program change for the College of Education and Health Professions - Department of Curriculum and Instruction - CHEDBS– BSE, Childhood Education - ( Table Two, Attachment 2A and Attachment 2A-1) was presented by Janet Penner-Williams. The Childhood Education licensure program currently offers two sub-specialty concentrations from which candidates must choose in order to complete the program. They are special education and English as a second language. The change would add the third concentration of grades 5/6 endorsement for P-4 candidates. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting.
- Proposed graduate program change for the Department of Curriculum and Instruction – SPEDGC – GC, Autism Spectrum Disorders ( Table Three, Attachment 3A). (For Information Only) was presented by Janet Penner-Williams. The Alpha Code will change from SPEDGC to AUTSGC. The proposal will be forwarded as an informational item for the November Faculty Senate meeting.

- Proposed graduate program change for the Department of Curriculum and Instruction – APBAGC- PMC, Graduate Certificate in Applied Behavior Analysis - ( Table Four, Attachment 4B and Attachment 4B-1) was presented by Barbara Gartin. The proposed Graduate Certificate in Applied Behavior Analysis will extend the educational offerings of the Special Education Program to include the use of Applied Behavior Analysis in the education of persons on the Autism Spectrum and individuals with behavioral issues and in the treatment of individuals with severe behavior issues in non-school settings. There is no other program in the state for persons seeking ABA course work in this area so only a positive impact is anticipated. Prospective candidates will be educators and administrators working in the field of autism at the state and district levels. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
- Proposed graduate program change for Graduate School - Interdisciplinary Programs - SUSTGC– GC, Sustainability ( Table Four, Attachment 4C, Attachment 4C-1and Attachment 4C-2) was presented by Steve Boss. The Graduate Certificate in Sustainability is conceived as an outstanding graduate curriculum that will provide students with foundational knowledge of sustainability through a broad spectrum of coursework in sustainability and introduce them to analytical skills useful to the solution of societal issues related to sustainability. Students will be challenged and enabled to address significant problems in sustainability through rigorous, graduate-level coursework that will be interdisciplinary, drawing from faculty and coursework across various colleges of the university. The Graduate Certificate in Sustainability is accessible to a broad cross-section of students admitted to the University of Arkansas Graduate School seeking post-baccalaureate degrees in other disciplines or, alternatively, seeking only to complete the Graduate Certificate in Sustainability. The proposed graduate certificate was developed using existing faculty expertise and courses at the University of Arkansas main campus in Fayetteville. The proposal was approved and will be forwarded for consideration at the November Faculty Senate meeting since the proposal was approved by the Graduate Council on October 20, 2011.
- Proposed graduate program change for the Department of Sociology - SOCIMA– MA, Sociology – Delete Rural Sociology Concentration and add Criminology Concentration and General Concentration- ( Table Four, Attachment 4D, Attachment 4D-1, Attachment 4D-2 and Attachment 4D-3) was presented by Chuck Adams. Proposal requested to delete the Rural Sociology Concentration; add General Sociology Concentration; add Criminology Concentration; create a new common core for both concentrations, which would include moving two courses currently required of all MA students to the sociology concentration and adding the Proseminar course to the common core; create specific requirements for General Sociology concentration; create specific requirements for the Criminology Concentration; change the number of hours required for graduation with a MA in Sociology from 31 to 32; add a new prerequisite for students declaring Criminology concentration; delete SOCI 5053 (for students without a B.A. in sociology) in sociology to eliminate deficiencies. The proposal was approved and will be forwarded for consideration at the November Graduate Council meeting.
