Terry Martin called the meeting to order at 2:31 PM.
- The minutes for February 25, 2011 were approved without corrections. The March UCPC meeting was held by email vote and all courses proposed were approved.
- Course Change Proposals:
- Undergraduate course change proposals ( Table A) were approved without opposition and will be forwarded for the May 2011 Faculty Senate meeting.
- The Graduate and Dual Course Change Proposals ( Tables B and C) were approved without opposition and will be forwarded for the May 2011 Graduate Council meeting.

- Proposed undergraduate program change for the Bumpers College of Agriculture, Food and Life Sciences – Department of Food Science – FDSCBS – BSA, Food Science - Food and Culinary Sciences Concentration ( Table One, Attachment 1A, Attachment 1A-1, Attachment 1A-2 and Attachment 1A-3) was presented by Jean-Franc Meullenet. The proposal requested to add a new Food and Culinary Sciences Concentration with the cooperation of Northwest Arkansas Community College see Attachment 1A-3.The Culinary Sciences Concentration is an interdisciplinary program of food science and culinary arts. By combining knowledge of the science behind food with the creativity of culinary arts, students bring a unique set of skills to the food industry that will enable them to define the future of food through the creative process of developing new food products. Graduates with a combination of culinary and food science backgrounds are very attractive to the food industry. There is a definite interest in this type of interdisciplinary training demonstrated by several UA Food Science alumni who either entered the UA after graduating from culinary school or have attended culinary school following their B.S.A. degree and are now employed in the food industry in product development. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of Arts and Sciences Dean – All degrees – Eight Hour Rule ( Table Two, Attachment 2A) was presented by Chuck Adams and Bob Brady. The proposal requested to delete restrictions imposed by the “Eight Hour Rule.” With the changes to the core curriculum and departmental requirements previously passed by the college faculty, we propose eliminating the “Eight Hour Rule.” This will allow departmental faculty to have the option of modifying their major’s degree requirements to reflect an alternative (not so heavily “rules-based”) orientation. The proposed change also eliminated the exclusion of MILS and AERO courses. While we ultimately will recommend departments restructure their curriculums to deemphasize “rules-based” hour limitations, this change removes unnecessary restrictions. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of Music – MUSCBA - BA, Music ( Table Two, Attachment 2B) was presented by Stan Morris. The proposal requested to add MLIT 1013 as a required course for music majors. This will increase the stated number of required hours from 39 to 42 and reduce the general electives by three hours. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of Music – MUSCBM – BM, Music ( Table Two, Attachment 2C) was presented by Stan Morris. The proposal requested to add MLIT 1013 as a required course for music major and reduce the general electives by three hours. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of Music – MUSC-M – Minor in Music ( Table Two, Attachment 2D) was presented by Stan Morris. Proposal requested to add MLIT 1013 as a required course for the music minor. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of Sociology and Criminal Justice – CMJSBA – BA, Criminal Justice ( Table Two, Attachments 2E and Attachment 2E-1) was presented by Mindy Bradley. Proposal requested to increase the minimum hours for the major from 31 to 37 semester hours. A new required course, CMJS 2023, Introduction to Criminology is being added. Criminal Law, CMJS 3003 is being renumbered to CMJS 2043, and general electives are being reduced by six hours. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the Fulbright College of Arts and Sciences – Department of World Languages, Literatures, and Cultures – AMGERM – Major for Non-Arts and Sciences Students ( Table Two, Attachments 2F and Attachment 2F-1) was presented by Kathleen Condray. Students in colleges other than the Fulbright College of Arts and Sciences would be allowed to add a major in German by completing 24 hours in German: GERM 3003, 3013, 3033, 4003, 4213 and 9 hours of upper-level electives. This proposed major would allow students of other colleges officially to certify to employers and professional schools that they have added a significant field of study to their degrees by majoring in German rather than having merely listing additional courses on their transcript. The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed undergraduate program change for the College of Education and Health Professions – College of Education and Health Professions Dean – EDUC – College wide undergraduate alpha code ( Table Three, Attachment 3A) was presented by Janet Penner-Williams. Change the general College of Education and Health Professions undergraduate course prefix from "EDUC" to "EDHP". The proposal was approved and will be forwarded for the May 2011 Faculty Senate meeting.
- Proposed graduate program change for the Department of Political Science - CSALGC – Graduate Certificate in Cross Sector Alliances ( Table Four, Attachments 4A, Attachment 4A-1 and Attachment 4A-2) was presented by Andrew Dowdle. Proposal requested to add a Graduate Certificate in Cross Sector Alliances. Nonprofit organizations (NPOs) play an increasingly important role in both the private and public sectors. NPOs employ approximately seven percent of the US workforce and make an equally large contribution to the nation’s GDP. In Arkansas about four percent of the workforce is employed in the nonprofit sector. There are a significant number of professionals entering the nonprofit field from the private sector (estimates are around 20 percent) who are often unprepared to take on the challenges that this field presents. The MPA has had a special interest concentration in nonprofit management. We routinely graduate at least 30 percent of our students with a focus on this area, and it will help them strengthen their preparation and their credentials to have such a certificate awarded in addition to their MPA. Business Schools now routinely include seminars that focus on the impact of private corporations on society. The proposal was approved and will be forwarded for the May 2011 Graduate Council meeting.
